pass over은 for와 함께 쓰일 때와 그렇지 않을 때 의미상 차이가 있습니다.

1. pass over for

if you are passed over for a job, someone else who is younger or lower in the organization than you is chosen for it.

당신보다 어리거나 저직급자가 당신보다 먼저 어떤 자리에 선택될 때 pass over이라는 표현을 사용합니다.

주로 pass over for (job or promotion) 의 형태로 수동태로 쓰입니다.
